No EU stability contributions to be collected in 2025 – Single Resolution Fund remains at its target level
At the end of 2024, the Single Resolution Fund (SRF) remained at its target level. For this reason, no EU stability contributions will be collected from banks in 2025 unless there are significant changes during the year, for example due to a need to use the Fund’s resources in a resolution situation.
The Single Resolution Board (SRB), which manages the Fund, published its annual assessment of the Fund’s target level on 10 February 2025. This target level is at least 1% of covered deposits in banks authorised in all participating Member States.
By the end of 2023, the SRF had achieved its statutory target level. At the end of 2024, the SRF amounted to approximately EUR 80 billion, exceeding its target level. The next date for examining the achievement of the target level will be in early 2026.
Since 2016, the SRF has been accrued through the stability contributions from banks and the proceeds collected from invested assets. The fund can be used in the resolution of an institution after all other financing methods have been exhausted. The fund is designed to improve the effectiveness of resolution tools and ensure that the costs of failing banks are not borne by taxpayers.
